Chapter 1248 Hebei

Chapter 1,248 Hebei

Su Yuanzhen said: "Fu Guogong once said that governing a large country is like cooking small fish, which pays attention to the heat. To make dried fish well, it must be cooked not too early or too late, but just right."

"

Wen Yanbo smiled and said: "I heard Mr. Zhang say that Su Mingrun doesn't have to turn the pot at all. He has a completely different method of making dried fish. Not only is it efficient, but it's also convenient, simple and full of flavor."

Su Yuanzhen smiled bitterly and shook his head: "Ming Gong, as long as I don't compare myself to the Duke of the country, I can still have some confidence in governance. He can start a new one, but I don't think I have the ability."

"Hebei officials mostly relied on the Han family. In the past, Yuan Zhen did not dare to act randomly, just because he did not get the approval of the Han family and there was too much resistance in doing so."

"Coupled with successive years of floods, droughts, locusts, and bandits in Hebei, keeping the people fed has become the top priority."

"After operating in the past few years, the Xiangzhou agricultural model has cultivated countless poultry and livestock seedlings for Hebei every year. Together with the sea trade timber and silk agent, the Han family has benefited greatly."

"The archaeological excavation of the Yin Ruins has made the Han family not only a family of officials and an economic family, but now it seems that they will probably wear the hat of a cultural family."

"Since the Han family has all the power, wealth and reputation, do they still need to stand up for corrupt officials?"

"We have suppressed the disaster for two consecutive years, and with the continuous supply from Nanhai Road, Hebei's tight grip over the years has finally relaxed."

"I think the heat is almost there. After controlling the locusts in the fields, it's time to attack the locusts in the officialdom."

"In addition to the heat, there is also proportion." Wen Yanbo handed Su Mai's thank you form back to Su Yuanzhen: "Be careful not to make it too big."

"It won't be too big. The purpose is still to make them do something. I don't know, Situ, but I have been exhausted in the past few years."

After Su Yuanzhen finished speaking, he smiled and said: "I am from southwestern Yi, and I am destined to be His Majesty's lonely minister in this life. Of course it is my responsibility to do this offending thing. As a good man, I want to ask Situ."

Wen Yanbo stroked his white beard with satisfaction: "Su Wujiu, who was furious in Zhengzhou, turned into a coward in Hebei. I thought there was something wrong with the soil and water of Jiaohe River."

"Now it seems that Wu Jiu's endurance skills are truly inherited from Su Mingrun!"

"But let's forget about being a good old man. I've been used to it all my life. If I change my face when I get old, others won't believe me, right?"

"So I have to do this to offend people, good old man, you can keep it to yourself!"

Su Yuanzhen stood up and bowed respectfully to Wen Yanbo: "Yuanzhen thanks Situ for his kindness in protecting us."

If you are ugly, you will see it in the daytime.

When Zhao Xu received Su Mai's thank you note, he became furious and summoned Wang Gui and Cai Que for questioning.

Wang Gui turned pale with fright, but Cai Que said calmly: "Your Majesty, since Xining compiled the edict, the new law has been constrained in detail. The reason why Hebei is not governed is because Han Qi obstructed it and the local government relied on it, so the new law could not be implemented."

"Your Majesty only needs to order the Hebei No. 4 Transportation and Appeasement Department, order them to clarify the laws and travel to Xiazhou County."

Zhao Xu was right. Hebei Road is the last territory for die-hard conservatives. This is a good opportunity!

So an edict was issued to the Hebei Road Transportation Department: "The Department of Transportation is responsible for the longitude of the road. The officials are insecure and the people are insecure. The inspections are carried out, especially at key points."

"In order to recruit food for the people on the Disaster Road, to mobilize the refugees for military service, and for other matters such as farmland, water conservancy, and city trenches, the imperial court reduced the two taxes and gave rice in addition to the price of the hired laborers in the counties and counties, and gave Changping money and grain."

"I know that Su Mai of Wendeng County reported that the counties complained about disasters and did not follow the official orders, and the officials they sent did not follow the compiled edicts, excused themselves, and begged for detailed legislation. Some officials followed the compiled edicts since Xining, and colluded with all the officials.

If the dispatched officials are diligent and lazy, can they be corrupt and honest? They should be made public and not be manipulated to disappoint the people."

This edict was directly withheld by Wen Yanbo. Since the transfer department was not named in the imperial edict, the old man regarded this edict as being issued to him.

The old man was the nominal pacifier of the Hebei Fourth Route Transfer. This time he actually got the Shang Fang Sword and immediately launched a massive "rectification movement" in Hebei.

For a time, officials from all walks of life in Hebei Province were in a panic and ran to Yingzhou to complain.

The political system of the Song Dynasty in Hebei was different from other places. According to later military theories, it was more like a "war zone".

A theater is an independent or relatively independent battlefield. It is also a comprehensive system composed of military, political, economic, geographical conditions and other factors. It is a complete regional combat entity.

The Song Dynasty actually has two war zones now, one is the "Northwestern War Zone" against Xixia, and the other is the "Hebei War Zone" against the Liao Kingdom.

Because of the different urgency of combat, the situation in Northwest and Hebei is different.

The scope of the Song Dynasty's war against the Liao Dynasty included parts of Hebei East Road, Hebei West Road and Hedong Road, and these three roads were administrative divisions.

Strategically, it was divided into four military routes based on the geography of mountains and rivers and the focus of defense.

This idea came from Fu Bi, who once proposed in a memorial to Renzong: "Defined as the right arm, Cang as the left arm, Ying as the heart, and Beijing as the head. These four cities are what Heshuo looks forward to.

The remaining fifteen cities are Zhizhaozhijie, which is the envoy of the four cities.

Ding, Ying, and Cang will each have one commander, and Beijing will have one commander each. The remaining fifteen cities belong to Ding, Ying, and Cang, and good generals will be chosen to guard them."

Later, the famous magistrates Cheng Lin and Xia Song improved this strategic idea. Finally, Emperor Renzong issued an edict:

"Divide Hebei's troops into four groups.

In Beijing, Chanhuai Wei Debo Bin Dizhou, Tongli Army and Baoshun Army were combined into Damingfu Road.

Yingmo Xiongba Enji Cangzhou, Yongjing Qianning Baoding Xin'an Army, combined into Gaoyangguan Road,

Zhen, Xing, Ming, Xiang, Zhao, and Cizhou combine to form Zhendingfu Road.

Dingbaoshen Qizhou, Beiping Guangxin Ansu Shun An Yongningjun, combined into Dingzhou Road.

All the generals who stationed troops followed their instructions, except that they placed appeasement envoys on each of the four routes."

This is the origin of the term Hebei Fourth Road, which was actually named from the perspective of the Liao military defense system.

This system is quite rational and scientific in terms of strategic intentions. It divides the Song and Liao border defense extending from east to west into three sections.

The flanks of the three routes rely on each other and support each other. They can rely on natural geographical barriers, such as mountains, rivers, ponds and other geographical advantages, so that each pacification envoy route can concentrate a strong force on a small front and play a role.

Better defense effect.

The goal of the first road, Dingzhou Road, is to control the north-south highway at the foot of the eastern foothills of Taihang Mountain.

The westernmost end of the famous "Tangbo Fortification" of the Song Dynasty here is some distance away from the Taihang Mountains. It belongs to the combination of foothills and plains, and there is no dangerous geographical situation to take advantage of.

It is said that "from the west of Baozhou to the foot of the mountain for dozens of miles, there is no water pond, and the captives can enter it levelly."

"To the east of Baozhou and to the west of Shun'an Army, there is Pingchuan, which stretches for more than 30 miles. It is straight from north to south and there are no dangers."

Therefore, the Northern Song Dynasty government gathered a large number of troops here, and its military deployment ranked first among the four roads in Hebei.

As the saying goes, "To prevent trouble on this roadside, heavy troops are deployed to protect and fix the situation."

The goal of the second road, Zhendingfu Road, is to control the famous Feihu Pass.

In the early years of the Northern Song Dynasty, this road was often used by the Liao people as a passage for southward invasion. Compared with the roads at the eastern foot of the Taihang Mountains and the Hebei Plain, the role of this "detour" was no less important.

Once the Liao soldiers entered from here, they could not only bypass the heavy troops deployed in the Dingzhou area, but also directly penetrate into the hinterland of the Song Dynasty. Therefore, the Song Dynasty also had to focus on deploying defenses here.

Fortunately, this road is in the middle of a mountain gorge, and one man can block it without ten thousand others. The rugged mountain road has a certain limiting effect on the impact of the Liao army's cavalry. The Song army's defensive pressure here is relatively small compared to the other two roads.

Therefore, while Zhendingfu Road controls Feihukou, it also undertakes another important task, which is to consolidate the flanks of Dingzhou Road and at the same time build a second line of defense against the enemy troops coming from Baoding.

The goal of the third road, Gaoyangguan Road, is to control the road between Xiongzhou and Bazhou.

Due to geographical reasons, the famous "Tangbo Fortification" of the Song Dynasty had a gap here. The Liao army attacked the Song Dynasty several times and returned through this road.

In addition, Gaoyangguan Road also needs to take into account the road from the northern border to Cangzhou. Fortunately, that section is already coastal and full of swamps. The Yellow River had frequently changed its course before, and the Liao army did not dare to come from there.

Defense focus.
