Chapter 21 Arrangements(1/2)

Tiefeng County, Revodan.

In the winter of the 559th year of the Empire, the battle of Ironfeng County in counterattacking the Terdun tribe has not been officially named yet.

But in private, the people of Tiefeng County used the "Battle of Blood and Mire" to refer to the final battle.

After using it for a long time, the "Blood Mud Battle" has gradually become synonymous with all the battles on both sides of the Great Kowloon River in a broad sense.

No one can explain clearly how this name came about. A more credible statement is: because both sides shed too much blood, the battlefield was watered from frozen and hard farmlands to mud, so it was named the Battle of Blood Mud.

In any case, on the afternoon of the same day when Bad returned to Gervodan, Winters Montane stepped into the Gervodan garrison for the first time after the Battle of Blood Mud.

The guards on duty watched the Blood Wolf walk up to him in a flash, and even forgot how to salute.

Similarly, for Winters, the two-story building in the garrison became a little strange. There were many faces that had never been seen among the people who came in and out, probably the newly hired clerks.

Winters recognized the guards - the second time he joined the army, and was from Xiaoshi Town. But for some reason, he couldn't call the guards' name.

But it doesn't matter, because the guards recognize him too.

"Who is here?" Winters asked.

"Company Commander Bart Xialing." The guards only remembered to add: "Report!"

Winters nodded. The guard raised his hand and returned the gift, and Winters returned the gift.

Among the Iron County Infantry Regiment, all companies with complete structures were sent to Manyun Valley, while the companies with incomplete structures were left in Saint Cruz to rest. Currently, there is only the second company stationed in Revodan.

When Bart Xialing learned that the centurion had appeared, he rushed to the garrison as soon as possible without waiting for the summons.

Today, Rewodan Station - this not-so-large two-story brick and stone building - is the real heart and brain of Tiefeng County, not the county seat, nor the city hall.

The power concentrated in the new garrison is far from comparable to the old garrison in the "Ronard era". All military and political orders in Tiefeng County are now issued by the new garrison, and the original semi-autonomous system has suffered a serious impact.

Winters has never worked in the garrison office, so he has no special office.

Bart Xialing knew this, so he climbed up to the second floor in two steps in three steps, pushed open the door of the conference room a little nervously, and unexpectedly saw the familiar cane on the table.

"Your Excellency!" Bart Xialing immediately saluted, his eyes deflected slightly, and he saw another person: "Your Excellency Bad!"

"It's coming very quickly." Bud smiled and signaled to the second company commander to sit down.

"Where is Mason Bonner?" Winters asked.

"Just just left the city at noon." Bart Xialing was still standing: "I'll go and come back with His Excellency Mason?"

"No." Winters was writing something: "You sit too."

Bart Xialing sat down, but he didn't sit too deep, leaving less foot between his spine and the back of the chair.

Seeing the second company commander sitting, Bud didn't say anything, but just smiled.

"I'll call two scribes?" Bart Xialing asked in a low voice.

Winters didn't raise his head: "Don't disclose the following content to any person below the company level."

"yes."

"I'm going to send each company to various towns to spend the winter." Winters glanced at the second company commander: "The second company goes to Hammer Fort."

Bart Xialing knew very well about when he should take his attitude. He put away his cautious look and asked seriously: "Is the supplies still provided by Revodan?"

When giving orders to the second company commander, Winters never needs to explain too much: "If conditions permit, recruit as much as possible."

"Recruiting on the spot?" Bart Xialing said bluntly: "I'm afraid it will be a bad thing."

"It's not that you have to force the expropriation." Winters stopped writing: "I will give each company a small denomination of land coupon."

"It's the kind of 'small denomination' military merit certificate mentioned in the previous announcement?"

"right."

"Will the farmers... accept it?"

"Of course they will accept it." Winters said word by word: "As long as the county government allows anyone to 'reclaim the land first and then pay the coupon'."

The conference room became quiet, and Bart Xialing stood up and asked: "What do you mean is that next spring plowing will allow farmers to lay out land and clear the land first? As for the process of replacing land with military merit certificates, can it be replenished in the future?"

"Yes, that's it."

"I'm afraid..."

"There will be countless encroachments, and the county government will suffer losses, right?"

Bart Xialing nodded.

"If all the farmers in Tiefeng County can think that they have taken advantage of it, then this matter will be successful." Winters said with a brisk tone: "It's nothing to suffer a loss. If you have to settle the score, you will probably make a profit."

Bart Xialing thought hard but failed: "Apart from collecting supplies on site, are there any other orders? Your arrangement must have other meanings, but my subordinates can't figure it out..."

"Yes, and a lot." Winters never fought with his subordinates: "The county government clerks will enter towns with you. Their task is to count the population and clear the land. You must cooperate, assist and protect them."

"County Government? Where did the county government come from?" Bart Xialing was puzzled. As we all know, the county government of Tiefeng County is just an empty shell.

Bard, who had not spoken, replied: "It is tentative that the accounting school will send people to you, and some people will be drawn from the farm to help."

"Measuring the land... can the students in the accounting school be competent?" Bart Xialing was still skeptical: "I'm afraid there is not enough time."

Isn't it more convenient to directly intercept clerks in the garrison? Bart Xialing really wanted to ask this, but he keenly savored some deep meaning, so he didn't point it out.

"It is precisely because time is tight that they need to be familiar with and exercise as soon as possible." Bard patiently explained: "There are exercises in the army, and the inspection site this winter can also be regarded as exercises."

The reason for protecting the civil servant was very good. Bart Xialing couldn't find any reason to refute, so he had to nod.

Winters rubbed a knife: "Including Revodan, there are seventeen towns in Tiefeng County. You and the county government personnel will be given priority to [Beiba Town]. Shangtiefeng County is currently in a state of closeness and separation. Beiba Town must be officially included in the county government's jurisdiction, at least to the extent that it is 'can raise taxes'."

"Yes!" Bart Xialing, who had just sat down, suddenly stood up: "It should have been like this long ago!"

But he thought of something and asked with a little concern: "But... what to do with Shuozi Port? Shuozi Port probably won't easily accept our troops."

"I will not send anyone there for the time being, I have other arrangements."

"yes."

"In addition to protecting and assisting the county government, I have other tasks for you." Winters lowered his eyes and looked at the file in front of him: "I have seen all your requests for additional soldiers. I don't plan to recruit soldiers publicly in Revodan. It's too obvious - it's a good opportunity to enter the towns. The specific plan...Mason Guardian will prepare for you."

"yes."

"According to the current structure, a company has a full capacity of 120 people." Winters touched the desktop with his fingertips: "By next year, this number will become 240."

Bart Xialing was stunned at first, and suddenly realized it and answered excitedly: "Yes!"

"There are also... many farmers can't survive and run into the mountains and forests to become robbers and bandits. [Nanba Town], I will take you to clean it up. As for [Nanba Town], we were out of reach at that time. But now it is different. Since we want to collect taxes from Beiba Town, we must also fulfill our responsibilities to Beiba Town. Do you understand what I mean?"

Bart Xialing understood at one point, and he grinned and said, "To be honest, I am worried that there are too few bandits and not enough to kill them."

Bad coughed lightly: "If you can kill less, kill as little as possible."

"yes!"

"The most difficult thing about the bandit gangs is not combat power, but their legs are growing - they can run. It is not difficult to deal with farmers who have eaten, drunk and become bandits. What is difficult to deal with are the habitual criminals and bandits." Winters looked at the map hanging on the wall: "I have prepared a place for them."

Bart Xialing followed the centurion's gaze and his eyes fell on a town northeast of Tiefeng County - Shaw Pier Port.

"What do you mean?" Bart Shaling bit his lip and asked tentatively: "Hunting?"

"The most likely place to breed bandits is the junction of the two administrative regions. If the bandits and robbers in Tiefeng County flee into Vorne County or Baishan County, it will be far from eradicating them." Winters' eyebrows accidentally grew another deep ditch: "So don't be tight on the outside and loose on the inside, don't let any bandits escape from Tiefeng County, and drive them all to Shawer Harbor."

"But……"

"I know what you are worried about, I've decided."

"yes."

"Do you know why you're the one who comes to the meeting?"

"…the subordinate is stupid."

"You are the smartest and most capable of the twelve company commanders." Winters put the draft memorandum in front of the second company commander: "What I said to you will not be reflected in the announcement, so I want you to go to St. C. and Manyun Valley in person to convey orders to other company commanders."

Bart Xialing suddenly stood up: "Yes!"

Winters now had a sense of urgency that "must be done as soon as possible", which made him unconsciously become harsh. Looking at the second company commander's sunken cheeks and wrists, he realized this.

"In terms of qualifications, you are second only to Tamas among the first twelve company commanders. In terms of credit, Tamas is not as good as you. Since Tamas has become the first acting battalion commander, then the second acting battalion commander should be yours no matter what. But until now you are still the second company commander. It is also right that you feel wronged or blame me." Winters said guiltily in the face of his most capable subordinate:

"Because I want you to go through compliance procedures to promote, not like Tamas - I directly appointed it. I set a very bad precedent in Tamas, so I want to correct it in you. But the reason is not your responsibility, so I'm sorry."

Bart Shaling opened and closed his lips, as if he wanted to say something, but in the end he couldn't speak anything. He raised his hand and saluted.

Winters returned the gift: "Let's go and rush to St. C. and Manyun Valley as soon as possible. I have written the specific deployment in the memorandum, and the official announcement will be issued the day after tomorrow."

Bart Xialing nodded and turned toward the door. He had just touched the door handle and was stopped again.

"There is one more thing." There are too many problems to deal with, and Winters's thinking is a bit confusing. He smiled and told the second company commander: "Pick out ten people from your subordinates. It is best to be able to read, understand arithmetic, young, smart, or have made contributions and good quality."

Bart Xialing was stunned, and he replied with a bitter face: "Centurion, your requirements are really high. Where can I find you ten young people who are literate, understand arithmetic, have a bright mind, and have to... make contributions and have good quality warriors?"

Winters also felt that he was a little too extravagant: "Should as meet the requirements as possible, or you can pick out ten warriors you think are the best."

Bart Xialing's second company now has only seven tenth captains left. Picking up ten best warriors is tantamount to pulling off half of the company's spine.

"Are you going to form a guard?" Bart Xialing gritted his teeth: "If so, I will find ten for you no matter what I say."

"That's not." A fire flashed in Winters' eyes: "I'm planning to build a special military school... and let other company commanders pick ten people out according to this standard."
