So who will pay for the deal for these three thousand documents? Naturally, the buyers in the market will pay for the deal.

The farmers earned 1,900 more people, and the court earned 1,100 more people. However, the court serves the people. We can give up the more people. I personally suggest that we do not directly give subsidies to money, but leave them as a special fund.

The purpose of this special fund is to make insurance.

The main risks a farmer faces are nothing more than two points: one is the famine caused by natural disasters, and the other is the land famine caused by man-made disasters.

Famine is a waste of yield caused by natural disasters, which leads to no harvest for a year. Land famine means farmers' death, disability, illness in the elderly, and the land is abandoned. People often choose to sell such land, and those who buy land will take the opportunity to lower the price and damage the interests of the original farmers.

When this situation occurs, the purpose of this special fund can be used.

If it is caused by a natural disaster, the court will come forward and pay in full based on the total grain output of the land that the people suffered from the disaster in the previous year, using half of the grain and half of the cash.

If it is caused by man-made disasters, such as death, disability, old age, and old age, and unwilling to continue to cultivate land, and their children are unwilling to continue to be farmers, then the court will come forward to collect the land at the market price and pay the farmers one-time compensation for the next ten years. The total compensation is the total output of the land acres in the previous year. The proportion is 30% of the grain plus 70% of the cash.

If the farmer dies, the money will be given to the widow and offspring. If there are no widows and offspring, they will be close relatives. If there are no close relatives, the money will be donated to the local school in the name of the farmer.
