Section 138 Economic Concept

The Standing Committee of the Provincial Party Committee has studied several matters, one of which is the planning and development of the Queensland Urban Economic Industrial Belt.

Kunzhou is the capital city of southern Yunnan Province and the face of southern Yunnan. In a sense, it also affects the direction of the entire southern Yunnan economy.

The Standing Committee members have different opinions on the layout of the Queensland urban economic industrial belt, but in the final analysis, they are still focused on one issue: whether the tertiary industry is enough to support the development of the entire urban economy of Queensland and whether it can bring reliable and lasting impetus to the development of Queensland urban economics.

The views represented by Tao Heqian and Song Guoliang believe that the current economic aggregate and structure of Queensland have not yet reached the level where it can fully move towards the tertiary industry. It believes that the plans proposed by the Queensland Municipal Party Committee should be adjusted appropriately, comprehensively consider the needs of the development of the secondary industry, balance the industrial structure, and avoid causing the hollowing out of Queensland's industries. Sun Jin and Yang Biao both tend to this view.

In the opinion of Huang Mengzhen and Wu Yuanji, the two believe that the geographical environment of Kunming is special, located at the junction of hills, valleys and lakes in the plateau area, the ecological environment is high-quality and fragile, and it is not suitable to develop the secondary industry on a large scale. Even the existing secondary industry should be adjusted appropriately. However, the livable climate, special location and multi-ethnic historical folk culture advantages are particularly suitable for the development of the tertiary industry, mainly real estate, financial insurance, accommodation and catering, tourism and exhibition industries, logistics and cultural and sports industries.

They believe that Queensland's tertiary industry not only has a good foundation, but also has a broad development prospect, such as the accommodation and catering industry; and many industries are in a period of rapid development, and a little guidance can form huge scale output, such as the real estate industry and the financial insurance industry; some late-development industries have great development potential, and once policy support is provided, it may trigger development momentum, such as the cultural industry and tourism exhibition industry; and some industries will usher in an unprecedented development cycle with the gradual completion of several major transportation infrastructure projects, such as the commerce and retail industry and logistics and warehousing industry.

Huang Mengzhen also specifically proposed that Queensland will become the tertiary industry center of the whole province and even the entire southwest region, which will effectively radiate to surrounding cities and cities, and have a positive role in promoting the first and second industries of other cities in the province, and further consolidate Queensland as the central city in southern Yunnan and even the southwest region.

"Qunzhou has the advantages of developing into the tertiary industry center of the southwest in terms of climate, ecological environment and its current increasingly prominent geographical advantages. It is also a choice for comparative advantage. On the contrary, the development of the secondary industry may bring many negative impacts. Everyone should have noticed the current situation of our mother lake, Yunchi. The provincial government and the Kunming Municipal Government have jointly submitted a report to the National Development and Reform Commission together with the State Environmental Protection Administration to solve the deteriorating environmental situation of Yunchi. One of the main reasons for its deterioration is our industrial pollution. In this case, if we still choose to develop the secondary industry as a priority goal, I don't think it is appropriate."

Huang Mengzhen is very eloquent. She has been a member of the Municipal Party Committee. She doesn't say anything when speaking, whether it is a demeanor or the ability to master the rhythm. Especially with elegant gestures and confident smiles on her face, it is easy for others to accept his point of view.

Of course, this only refers to ordinary people. People sitting in the Standing Committee meeting room cannot easily change their attitudes with just a silly tongue. It is impossible to take out something that can really touch their inner thoughts.

But I still have to admit that Huang Mengzhen's words have won some reserved recognition.

"As for the concerns between Governor Tao and Governor Song, I don't think it is necessary. Looking at the changes in the composition of the three major industries in Queensland in the past three years and the growth rate of the three major industries, we can all see that the growth rate of the tertiary industry has always been higher than that of the first and second industries. "Second, the secondary industry is the culprit of environmental pollution mentioned in Minister Huang's words. Is it really the secondary industry the culprit of pollution? I don't think so. I remember that there was a plan for the development of the secondary industry in Kunming, which put forward the development concept of the biological industry and the optoelectronics industry. The biological industry is not only a high-tech, pollution-free emerging industry, but also a low-pollution green industry in terms of environmental protection issues. We can take a look at the current development of Yuhe. Has it caused pollution in Yuhe Economic and Technological Development Zone? Let me ask, will the central government consider the increasingly prominent social contradictions in the development of the real estate industry in the future? I think this also requires a comprehensive assessment. Once the central government introduces policies to suppress and control the disorderly and high fever of real estate, will it bring fatal harm to Queensland, which is established as a city with the tertiary industry? We need to consider these issues clearly."

The financial industry is certainly exciting, but does Kunming have the strength to compete with Chengdu and Chongqing? The economic aggregate in southern Yunnan is obviously not comparable to that of Sichuan Province, and Chongqing, as a municipality, has a unique advantage.

For example, the cultural and sports industry is also an emerging industry. Queensland has advantages in this regard, but its development foundation is not good. This also requires a gradual development process, which is unlikely to be achieved overnight.

For example, the logistics industry, Kunming's location advantages and transportation hub status are highlighting, but this also takes a time. It will take time for the Yunnan-Burma Expressway, Yunnan-Burma Railway, Yunnan-Guangdong Railway and Kunming Expressway to be fully completed. It is unrealistic to imagine that the logistics industry will develop immediately.
