Chapter 653 Political Storm

The last straw that overwhelms the democratic faction still comes from a new report from the Hong Kong Security Department, a unit that was not revealed before. Since they first revealed the intention of Japanese spies to destroy the Diaoyu Islands protection movement, just in case, the SAR government authorized the Security Department to conduct a big investigation into the suspected spy organization lurking in Hong Kong.

After the end of World War II, the United States and the Soviet Union were in a state of high confrontation during the Cold War. During the long-term struggle, both sides formed a set of mutual understanding of spies. During the Cold War, even if the other spies were caught, they would rarely be executed immediately, because it was impossible that you would only capture others, and your spy would not be captured without them. What's more, the secrets stolen by spies often concern national security and are highly confidential. Therefore, even if spies are occasionally exposed, most of the time countries adopt the attitude of keeping secrets and calming things, waiting for the opportunity to exchange things with each other.

But with the end of the Cold War, the rules of the previous secret war were completely destroyed, just as a CIA director said: "We killed the Raptors, but there are still poisonous snakes in one place to be cleaned up." Now is the era when even the famous British Intelligence Fifth Bureau and the US NSA need to post a newspaper to recruit intelligence personnel, and past experiences have become outdated.

On March 10, 2003, when the pandemic in Hong Kong had just stabilized, the Hong Kong Security Department suddenly held a press conference and announced that it had obtained the major spy case of Hong Kong democrats in private contact with the British and American consulates in Hong Kong and providing confidential information on the Legislative Council and political affairs. This immediately caused another storm in the Hong Kong political arena that has only become smaller.

The Hong Kong Security Department, a department that was once regarded as the successor of the Political Department, has been ignored because it has the Office of the Central Commission for the Hong Kong Special Forces and the National Security Bureau after its return. However, it has recently announced the cracking of major cases of Japanese, American and British espionage, making it famous and becoming a Hong Kong political star department.

Originally, the reception of foreign consulates who host local celebrities is common, and it can even be said to be the main responsibility of diplomats. However, through accepting reports and secret investigations, the Security Department found that the leaders of the Hong Kong Democratic Party and other democratic factions, some well-known lawyers, radio hosts and media bosses, met with officials of the US and British consulates in Hong Kong from time to time, and provided some information that should be attributed to Hong Kong's political security to the other party, but also accepted the other party's political guidance and money bribes, which seriously violated the diplomatic principle that foreign forces are not allowed to interfere in the local politics, and the situation is very serious.

The surveillance records of the security department publicly revealed that during the conversation, officials of British and American consulates blatantly advised these democrats. How to make trouble during the campaign, how to create chaos and block and delay normal deliberation procedures during the Legislative Council debate, how to incite the public to go to the streets to demonstrate, how to use public opinion to create topics to slander political programs, etc., among other things, it is simply an encyclopedia of how to operate dirty politics. In particular, British and American diplomatic officials also directly proposed to use the name of non-government organizations to provide financial sponsorship for democrats, which is an astonishing number.

All sectors of Hong Kong were blown up in this situation. Hong Kong citizens had no political rights during the British colonial period. However, they had also received some indoctrination of the British and American democratic system concept. After the return, the central government handed over the important task of Hong Kong governance to the Hong Kong people themselves. Hong Kong people were quite proud to be the master of their own country. They first thought that they could also give human rights and democracy classes to the mainland, but unfortunately they encountered the Asian financial crisis when they returned. The SAR government relied on the support of the central government to barely survive the economic crisis, and many people felt a lot of psychological frustration.

In recent years, as the central government and Hong Kong signed agreements such as Cep and free travel, the economic and trade ties between the two places have been greatly strengthened, and tourists from the mainland have become the economic pillar of Hong Kong. Seeing that the "poor cousin" in the past has become the "food and clothing parents" of the Hong Kong service industry today, many Hong Kong people's mentality cannot be changed for the time being, so as soon as the democratic faction incites many people to take to the streets and vent their anger towards the pro-central government.

But this does not mean that the people are puppets that the democrats are manipulated by the democrats. Among the many people who have been bewitched by the democrats through various means, some discerning people discovered that the so-called democrats say one thing and do another and chose to change their families. When Yang Xing used a subtle trick to let the media catch the scandal of a star leader in the democratic faction, they were covered in dust.

Now I suddenly heard behind the democratic tycoons who sang "Hong Kong independence" in the past, a group of foreigners were teaching by words and deeds. The experience of "democratic struggle" taught by British and American diplomatic officials is even more dirty and despicable. I deeply feel that deceiving and fooling people are completely angry at the way the democratic gang treats them as monkeys with thoughts and flesh!

The Hong Kong people have a simple idea. Whether they are going to the streets or gathering to demonstrate, it is all the business of Hong Kong people. There is no need for outsiders to point fingers. What's more, they are helping ghosts secretly manipulate Hong Kong politics. They immediately burn their anger to the British and American consulates and democrats.

On March 12, 2003, despite the aftermath, tens of thousands of people went out to the streets to surround the British and American consulates in Hong Kong, protesting their intervention in Hong Kong politics. On the same day, they wanted to hold a press conference to refute the treatment of the democratic leaders reported by the security department, which was much worse. As soon as the meeting began, the audience was angry and greeted with rotten eggs, rotten tomatoes and leftover lunches. If the police and security personnel had not taken them away at the scene, they might have been fisted and fisted.

Of course, Hong Kong's political affairs are following the flow. Although the National Security Law has not been passed, it is impossible to put too many counter-espionage punishments on the heads of the democratic faction, the Chief Executive still signs an order, and the Security Department, together with the Independent Commission Against Corruption, the Commercial Investigation Section, etc., whether it involves the transfer of interests. Because several heads of the democratic faction are either former civil servants, barristers or public opinion leaders, secretly interacting with foreign diplomatic officials and accepting money is contrary to social justice, and hope to bring them to justice.

However, the development of the situation disappointed the general public. Due to the various quibblings of the British and American consulates and the democrats, many of the backbone of the democratic faction were barristers in the British colonial period. They were familiar with Hong Kong laws in the British and American case law system and exploited legal loopholes. The lawsuit was fought until the Supreme Court of Hong Kong, but the result was that most of the leaders were still acquitted.

But although this matter is forgiven, the people have a scale in their hearts. Of course, the right and wrong of this matter cannot be concluded with just a few court verdicts. Those "democratic leaders" left the court gate and still encountered demonstration slogans with "traitors" and "traitors" wherever they went, and their fame was completely terrible. In a frightened state, many people even went to the British and American consulates to ask foreign masters to help take refuge, which further confirmed the hats citizens put on them.

The British and American consulates were also overwhelmed by this matter. The Chinese Ministry of Foreign Affairs raised a solemn protest to the United Kingdom and the United States, harshly warning them for their actions of exceeding diplomatic authority in the Hong Kong consulate and interfering in local political affairs, and even expelling several diplomatic officials involved in the case. Some Sino-US relations, which had just recovered from last year's crash, were also inconsistent. However, when facing the "democrats"'s applications for political asylum, they had to ignore them, and could only pinch their noses and secretly transport people back to the country. The consulate in Hong Kong also had a major personnel change. The previous practice of actively supporting the democrats in Hong Kong has temporarily stopped.

A series of blows have greatly damaged the vitality of the Hong Kong democratic faction. Not only has Hong Kong’s reputation been greatly damaged, but the counterattack of domestic and foreign media on the Hong Kong government is also extremely weak, which is in line with the mantra of many Hong Kong people: "Man is doing and God is watching." In the new Legislative Council election, the democrats have lost their standards and their seats have shrunk sharply, which has greatly alleviated the constraints on Bao Haisheng's governance.

There are other gains from this political storm. Because Hong Kong people are dissatisfied with these incidents, the High Court clearly favors the democratic verdict and strongly demands that the political fu investigate the ethics of the High Court judges. As a result, after Jiang Lunyou, the Supreme Court, suddenly came forward to reveal that his colleagues and foreign political forces were also involved, the Security Department and the Independent Commission Against Corruption immediately joined forces to investigate the problems of the Hong Kong judicial system.

Bao Haisheng asked the Chinese People's Congress to explain the law to eliminate interference in governance. He was repeatedly attacked by the democrats as an interference in the judicial system, which caused an uproar. Now the democrats themselves are unable to protect themselves. Hong Kong people are afraid of the deep penetration of foreign forces in Hong Kong's internal affairs. The focus of public opinion has been on thorough investigation of civil servants and judges. In April 2003, the National Security Law and the National Famous Education Law, which were much stricter than in their previous lives, easily passed the law and became a formal law.

With the sword of public opinion in hand, Bao Haisheng was resentful of being pressed by the democrats during his first term, and showed his decisive side to fight, and carried out a major purge on the Hong Kong civil servants. Before Hong Kong's return, the British Governor, who was unwilling to retreat, had a political reform storm, which laid many "banana people" in Hong Kong who were looking forward to abroad in many political civil servants and judges in Hong Kong.

Given that the smooth transition after Hong Kong was required at that time, there was no large-scale restructuring of civil servants and judges, which resulted in the failure of Bao Haisheng's political orders during his first term and the implementation was not effective. This was a big reason for the failure of civil servants and judges' teams.

Bao Haisheng had an unhappy relationship with the director of the Hong Kong and British Government Affairs Department during his first term. Now Hong Kong has returned to the public for five years, both civil servants and judges have sufficient personnel reserves. There are many people who have political stances in charge. Since he has great power, he naturally has to resolutely rectify the civil servants and judges team.

This time, in addition to the National Security Law and the National Education Law, in the face of public calls, the Legislative Yuan also passed the Foreign Political Donations Act, screening a large number of foreign non-governmental organizations in the country, focusing on taking care of Western organizations led by Britain, the United States and Japan. Even the famous "Democracy Foundation" under Soros was banned. He made him angry and declared to many media: "Hong Kong's democracy is dead, and the essence of freedom has been completely destroyed!" But this series of major moves not only successfully prevented and controlled the spread of the country, but also became a typical example of the World Health Organization's name and praise, but also made patriotism and love for Hong Kong the mainstream spirit of society.

The political theme is not easy to grasp, and the editor keeps warnings. Fortunately, this chapter will not happen after it is finished. I’m going to prepare for the business war! (..)
