It was not until the "Old Telecom" was split and its landline, mobile communications and network services were truly out. However, due to the division of industry regulations and the refusal of vested interest groups to let go of their own interests, Unicom not only failed to establish a side of its own market competitors, but also gradually integrated into the interest groups. Domestic telecommunications, television, and Internet are still fighting each other.

In March 2001, the new government clarified the concept of "three-network integration" in the National 15th Five-Year Plan, but radio, television, telecommunications and mobile operators were still indifferent. Since the plan only talks about ideas, lacks substantive content and plans, and has no coercive power, it has been delayed until now and is only at the verbal stage. At this time, Yang Xing used the old words to build the next generation of Internet to re-introduce the government officials at the meeting, which embarrassed the meeting. However, Premier Wen Rengui took the busy schedule to preside over this meeting. Although there were little people in his mind in each ministries and commissions, it was difficult to clearly stand up and oppose it, so he could only let Yang Xing continue.

Yang Xing pointed out that building the next generation of Internet is inseparable from the efforts of both operators and content service providers, but operators propose that IPv6 requires a lot of investment, but there is currently no content and users have no demand. Wouldn't such investment be wasted? Content providers suggest that there are too few network access points for IPv6 at present, and only a few users of pilot areas and education and research networks use it. They need mainstream operators to provide large-scale IPv6 access, otherwise the huge cost of migrating services will be targetless, so they can let go of converting the content of the IPv4 protocol into IPv6.

So this is a paradox circle of "there are chickens and eggs". Without large-scale access to the operator network and not enough users, the Internet website said it would not risk being the "leader", but operators hoped that the content would come first to provide support for them to transform the network. To break this vicious circle, a strong coordinator must come forward. At present, only the government can take on this important task.

"IPV6, as the foundation and important part of the next generation of Internet, is an important tool and entry point for my country to develop the next generation of Internet. We must transition simultaneously with the international community so that we can not lose at the starting line. Now the United States has proposed to officially move to IPV6 before 2010, and the next generation of Internet is fully upgraded to 100g high-speed transmission. We don't have much time to wait." He proposed that whether it is to build the next generation of Internet or the integration of three networks, it is not enough to simply rely on enterprises because it involves industry and business interests. He took the United States to promote the integration of three networks as an example and pointed out that from 1970 to 1990, in order to protect the new cable TV industry and avoid monopoly, telecommunications companies used unfair competition to exclude cable TV companies, the Federal Telecommunications Commission banned telecommunications companies from operating cable TV business in a mixed industry. This is very similar to the reasons that the Ministry of Radio and Television has made no choice but to allow Internet service providers to provide on-demand broadcasting.

However, by the early 1990s, the Federal Telecommunications Commission believed that the cable TV industry had grown and strengthened after integration, allowing telecommunications companies to enter the video program service market to promote the ripening of diversified video programs, so it recommended to abolish the ban on mixed operations. In 1996, the US Congress promulgated the Telecommunications Act of 1996, which stipulated that cable TV operators and their affiliated agencies would no longer have to apply for concessions; similarly, telecommunications companies could also provide broadcast and television services through wireless communications, cable TV systems and open video systems, and the two began to integrate into each other.

This law completely broke the restrictions on the mixed operations of the US information industry, enhanced competition in the basic telecommunications field, allowing long talk, local talk, radio, cable TV, film and television services and other businesses to penetrate each other, and also allowed various telecom operators to participate in each other and create a legal environment for free competition. As a result, the entire information industry has achieved unprecedented rapid development, and a large number of traditional film and television industry players have joined forces with Internet upstarts. The most famous is the merger of American Online and Time Warner. Film and television entertainment companies in the traditional sense of the United States are declining, such as MGM. Large information industry groups that have both television, telecommunications and the Internet have become the backbone of Internet services. Even after the blow of the bursting of the Internet bubble, this trend is still accelerating.
